The Confederal Passports Act was proposed by the nation of Holidia to the Confederacy Representative Council on October 26th, 2008. It proposed the issuing of passports from the Confederacy of Free Regions to aid the exiles whose Shalman citizenship was withdrawn by the Shalman Empire, as proposed by the Purification Bill of the same month.
